Instead have a limit of around 4000 people for ex. and expand on the options for the guests. Although Carnival has a large amount of things to do on board, you could still expand on the options of things to do, for ex. -A bocce ball court -A rock climbing wall A space (like the lanai on dream) for people to inline skate. There are a lot of potential cruisers that would gladly spend money where they maybe feel that they can not or are not able to go on a cruise because of their health restriction situation.
